Gabon has issued commemorative silver under the CFA franc framework since the 1990s, but the program accelerated sharply in the 2010s as the Banque des États de l'Afrique Centrale increasingly licensed designs to European minting houses — primarily in Poland and the Czech Republic — targeting the Asian collector market. Guan Yin issues in particular are produced almost entirely for export to China, Hong Kong, and the diaspora market, with negligible circulation or collector interest within Gabon itself.
