The Bank of Pei Hai (北海银行) was established in 1938 as the financial arm of the Shandong-based Communist guerrilla administration, making it one of the earliest CCP-controlled regional banks. By 1946, when this note was issued, the bank was actively financing military operations against Nationalist forces in the region, and its notes circulated alongside — and in direct competition with — Kuomintang currency in contested areas.
The "35" date follows the Republican calendar, year 35 of the Republic of China — a dating convention the Communists retained pragmatically despite rejecting the Nationalist government itself.
