The Bank of Central China was established in 1945 as a Communist Party financial institution operating in the Liberated Areas of central China during the final phase of the civil war against the Nationalists. It was not a conventional central bank but a regional wartime instrument, issuing notes to fund military operations and stabilize commerce in areas under CCP control — functioning alongside several other regional "people's banks" that would eventually be consolidated into the People's Bank of China in 1948.

The S-prefix in the Pick reference signals its classification as a local or special issue, distinct from the main Nationalist series. Surviving examples are unevenly distributed; many were withdrawn rapidly after Liberation-era currency unification.
