Issued under Kazakhstan's ongoing "Erýlik" (Heroism) commemorative program, which has produced a rotating series of coins honoring individuals recognized for extraordinary courage — military, civic, and otherwise. The program draws its authority from presidential decree rather than legislative process, giving the National Bank considerable latitude in subject selection year to year.
