Cambodia's 1994 coinage program was part of a broader monetary rehabilitation effort following the UNTAC transitional period, during which the country had operated without a functioning central bank for years — the Khmer Rouge having abolished money entirely between 1975 and 1979. Sihanouk had returned to the throne just the previous year, in September 1993, making this issue among the earliest struck under his restored monarchy.
