Mexico's 175th independence anniversary fell in 1985, the same year a catastrophic earthquake struck Mexico City in September, killing thousands and exposing the federal government's disorganized emergency response. The commemorative program had already been set in motion before the disaster, and the coins entered circulation amid the chaos of national reconstruction and a peso in freefall — the currency had lost roughly half its value against the dollar in the preceding two years alone.
