The 1990 200 Lire marked the first time Italy used a commemorative circulation coin to honor the Consiglio di Stato, the administrative court established by Napoleon in 1801 and retained — with considerable reshaping — through the Restoration and into the unified Italian state. By 1990 it had survived nearly two centuries of constitutional upheaval largely intact, which is the real story behind the issue.
