By the mid-1970s, Italy's chronic small-denomination coin shortage had become genuinely disruptive to daily commerce. The state's response was chaotic and piecemeal: municipalities, transport companies, and cooperative banks all issued emergency substitutes of varying legality. The Banca Popolare di Bergamo was among the institutions that stepped in, producing these fiduciary notes — technically "miniassegni," structured legally as bearer cheques rather than banknotes to sidestep currency law.

Marco Spada & C. in Milan printed for several issuers during this period, and the quality was generally above the average for the category. The Banca Popolare di Bergamo series circulated locally and were redeemable at branch level, which limited their geographic reach considerably.
