Haiti's Senate has been functionally suspended, reconstituted, and bypassed so many times since the 2004 ouster of Aristide that a commemorative coin honoring the institution carries a certain irony. By 2006 — the year of René Préval's return to the presidency — the Senate was being rebuilt almost from scratch following years of political paralysis and institutional collapse.
