Benin has no independent monetary authority and strikes no coins through any central bank of its own — all such issues are licensing arrangements with private mints, typically Pobjoy or the Monnaie de Paris, producing pieces with no realistic prospect of circulation. This 1999 Sydney Olympics issue falls squarely into that category: a commemorative struck for the international collector market, timed to the pre-Games merchandising window that flooded dealer stocks worldwide in the late 1990s.
