Bankarium — the banking museum in Ljubljana — issued this 200 Euro piece as an educational souvenir, not a circulating instrument or legal tender. Slovenia adopted the euro in January 2007, replacing the tolar after meeting the Maastricht convergence criteria, and the Bankarium's pieces sit squarely in that commemorative-museum tradition common to central European banking institutions following eurozone accession.
Printed locally in Ljubljana rather than through the ECB's sanctioned production network, it carries no legal status under EU monetary law.
