Reagan died on June 5, 2004, and this Cook Islands issue was among the first commemorative gold coins struck in response — the kind of rapid licensing arrangement that became a specialty of Pacific island minting programs in the early 2000s, where nominal sovereignty over coinage was effectively leased to private minting operations. Cook Islands had no direct political or historical connection to Reagan whatsoever.
