Student meal coupons of this type were issued by the Državen Studentski Centar Skopje as an internal subsidy instrument — students received them as part of their monthly entitlement and exchanged them at the center's canteen rather than paying cash. They circulated within an entirely closed system, never passing through any bank or monetary authority. The embossed seal served as the primary anti-counterfeiting measure, a low-cost solution for a high-volume institutional scrip.
Because these were treated as disposable cafeteria tokens rather than currency, almost none were preserved intentionally. Surviving examples were kept by collectors, not by the issuing institution.
