The 1964 commemorative program marking two decades of the Polish People's Republic was politically fraught — the regime was eager to project stability and socialist achievement, but chronic metal shortages and production constraints at the Warsaw mint complicated planning throughout the year. Trial strikes in nickel like this piece were produced to evaluate die performance and striking pressure before committing to the final alloy, and most were retained internally rather than distributed. Very few left official channels.
