Issued in 1998, this coin commemorates Hong Kong's return to Chinese sovereignty the previous year — one of the more commercially driven commemorative programs the People's Republic ran through the late 1990s. The series targeting Hong Kong–themed subjects was produced in part to satisfy a collector market that had been aggressively speculating on PRC commemoratives since the early 1990s bubble, which itself collapsed around 1994–1995 before partially recovering.
KM#1166 is a two-ounce silver issue, part of a paired or multi-coin set format common to this program. Mintages were typically controlled but not always disclosed transparently by the China Mint.
