The Shaanxi-Gansu Border Area was one of the earliest Communist-controlled regions to develop its own financial infrastructure, and by 1945 the border area authorities had been issuing local currency for nearly a decade. This note comes from the industrial and commercial trading company rather than the border bank itself — a distinction that mattered administratively, as these trade circulation vouchers were designed specifically to facilitate commerce between the liberated zones and surrounding Nationalist-controlled territory, a function the main border bank notes could not always serve without political complication.
The romanization "Liutungkyan" in the catalog name reflects the Wade-Giles rendering of 流通券, meaning "circulation voucher" — not a proper name.
