North Korea's commemorative coinage program has long served dual purposes: generating hard currency from foreign collectors while maintaining strict domestic controls on precious metals. This brass issue was produced almost certainly for export sale rather than internal circulation — by 2007, the North Korean won had suffered two decades of chronic devaluation, and a brass 20-won coin held no meaningful purchasing power domestically.
