The 1953 aluminum coinage was struck in Paris as Bảo Đại's Associated State of Vietnam moved to establish its own currency independent of the Indochinese piastre — a monetary reorganization occurring while the First Indochina War was entering its final, catastrophic phase. Essai pieces like this one were trial strikes submitted for official approval, produced in very small quantities at the Monnaie de Paris before the dies were authorized for full production runs.

Dien Bien Phu fell the following year. The State of Vietnam these coins were designed to serve lasted barely two more years after that.
