The somoni series, introduced in 2000 when Tajikistan replaced the interim Tajik ruble, was itself a redenomination exercise — the ruble had collapsed so badly during the civil war years of the early 1990s that exchange rates reached into the thousands. The 20 Somoni denomination sits in the middle of a series that has been incrementally updated through suffix variants, with P#25C reflecting one of these periodic security upgrades rather than any change in issuing authority or monetary policy.
Cotton substrate and a basic thread-plus-watermark security package are modest by contemporary central bank standards, though consistent with what smaller-economy issuers have maintained across this series since its inception.
