The "Without value in English" distinction on Pick 17 reflects a short-lived policy decision at the Central Bank to issue notes in Swahili only — "Shilingi Ishirini" appearing without the English "Twenty Shillings" legend found on earlier issues. The shift was brief; subsequent printings reverted to bilingual text, making this variant the less common of the two. Duncan Ndegwa, who signs here as Governor, had been the first Kenyan to hold that position, appointed in 1967 following the departure of the bank's founding expatriate leadership.
