Eric Kotut served as Central Bank of Kenya Governor from 1988 to 1993, a period of mounting pressure on Kenya's single-party state under Moi — multiparty agitation was accelerating, and donor countries were increasingly linking aid disbursements to political reform. The repeated Kotut signature combinations across this issue reflect normal annual replacements of the deputy governor co-signatory, not any exceptional institutional instability.
Thomas De La Rue had printed Kenyan currency continuously since independence, and the P#25 series shows no significant departure from that established production relationship.
