Estonia's coinage program of the 1930s was shaped almost entirely by the political consolidation of Konstantin Päts, whose authoritarian turn after the 1934 coup demanded visible symbols of stable statehood. The nickel brass alloy adopted for this series was a deliberate cost-reduction measure following the global depression's toll on the Estonian kroon.

KM#17 had a relatively short effective circulation window — Soviet occupation in 1940 rendered Estonian coinage obsolete almost overnight, meaning surviving pieces saw fewer than six years of pocket wear at most.
