Obverse description A consumer ration card sheet (Cartela consumatorului) divided into a grid of perforated coupons, printed in black on cream-coloured paper. Moldova's 1992 Ministry of Finance issues were technically cupon notes — transitional instruments introduced as the Soviet ruble collapsed and before the leu could be established as a stable national currency. The Ministry of Finance, rather than a central bank, issued these precisely because no functioning central bank apparatus yet existed in the newly independent republic.

The cupon series suffered severe inflation almost immediately. By late 1993, when the Moldovan leu replaced them at parity with the Romanian leu, most low-denomination cupons had been rendered economically worthless long before redemption.
