The Great Stone Industrial Park — officially the China-Belarus Industrial Park — was established by intergovernmental agreement in 2010 and broke ground in 2014 outside Minsk, representing one of the largest Chinese economic infrastructure projects in Eastern Europe. Development was slow through the mid-2010s, hampered by financing disputes and lukewarm interest from foreign investors, but Beijing's formal incorporation of the park into the Belt and Road Initiative in 2017 accelerated both construction and diplomatic attention.

The pad-printing technique used on this silver issue deposits color directly onto the coin surface rather than through enamel or cloisonné inlay — a cost-efficient method Belarus has employed extensively for commemorative issues since the early 2010s.
