This note was issued by a highly localized commercial body — a customs agricultural warehouse cooperative — during the chaotic period when the Russian Far East was contested between White Army factions, Japanese interventionist forces, and assorted regional authorities all printing their own scrip. Nikolsk-Ussuriisk (now Ussuriysk) was a significant rail junction on the Trans-Siberian line, and agricultural storage operations there had practical reasons to issue their own exchange instruments when central currency had collapsed entirely.
Warehouse and cooperative-issued scrip from this region in 1919 is among the most ephemeral paper money of the entire Civil War period. Redemption was never guaranteed.
