Belarusbank, the largest retail bank in Belarus, traces its origins to Soviet-era savings institutions and remains majority state-owned — making this commemorative issue as much a government instrument as a banking one. By 2022, Belarus was operating under sweeping Western sanctions following the Lukashenko government's violent suppression of post-election protests in 2020 and its forced diversion of a Ryanair flight to arrest a dissident journalist. Precious metal commemoratives continued to be issued regardless, largely destined for domestic collectors and sympathetic foreign markets.
