Cambodia issued this piefort ahead of the 1992 Barcelona Games while still nominally operating as the People's Republic of Kampuchea — a Soviet-backed state that had replaced the Khmer Rouge government following Vietnam's 1979 invasion. By 1989, the country had not yet been readmitted to the Olympic movement under its own flag, making the issue politically awkward in ways the catalog entry cannot convey.
Pièforts of this type were struck at roughly double the standard planchet thickness, produced in small quantities for collectors rather than any circulation purpose.
