Azerbaijan's National Bank launched a domestic bullion and collector coin program in the mid-2000s as oil revenues from the Baku-Tbilisi-Ceyhan pipeline began flowing in earnest, funding state institutions that had operated on skeletal budgets since independence in 1991. The 20 Qəpik denomination places this piece within a fractional series tied to the revalued manat introduced in 2006 — making a coin denominated in qəpik something of an anachronism almost immediately after issue.
