The "White border" designation distinguishes this issue from the later Ang Bagong Lipunan series overprints that Marcos imposed after declaring martial law in 1972 — making 1969 something of a last-gasp moment for pre-authoritarian Philippine paper currency. Giesecke & Devrient had supplied Philippine notes since the Central Bank's earliest years, and the Leipzig plant handled this work despite the Cold War geography involved in a NATO-aligned country sourcing from East Germany.
Two signature combinations exist for P#145, reflecting the brief tenure of Andres Castillo's successor: Gregorio Licaros replaced Calalang as Central Bank Governor in 1970, giving collectors a reliable die for approximate dating within the type.
