Kreis Schweinitz was a rural Prussian district in what is now southern Saxony-Anhalt, and its savings institution — the Kreissparkasse Herzberg — issued this note during the acute small-change shortage that gripped Germany through the early Weimar years. Municipal and district-level bodies across the country were printing their own Kleingeldersatz at this point, filling a gap the Reichsbank simply could not close fast enough in denominations this low.

Hans Spielmann was a Leipzig-based graphic artist active in Notgeld design during this period, responsible for commissions from several regional issuers in central Germany.
