Obverse description Brown letterpress print on smooth, firm paper with a yellow-cream tint. The upper register carries the issuer title 'Stadt Kempen-Rhein' in bold blackletter script, with the denomination '20 Pfennig' repeated flanking the central voucher legend 'Gutschein über'. A lower panel contains the legal redemption text in small roman type, followed by the date and the mayor's facsimile signature, with the serial number printed in large blackletter numerals at the foot, flanked by small floral vignettes at each corner.

Kempen am Rhein — now simply Kempen, in what is today North Rhine-Westphalia — issued this note during the acute small-change famine that gripped Germany in the immediate postwar years. Coinage had effectively disappeared from circulation by 1920, hoarded or melted, and thousands of German municipalities scrambled to fill the gap with locally printed Kleingeldersatz. The watermarked paper on this particular issue is a minor distinction; most emergency notgeld of this class used plain stock.
