Meiningen was the capital of the Free State of Saxe-Meiningen, which had only just been absorbed into Thuringia in 1920 — this note was issued the following year, when the city government was still finding its footing as a municipal rather than ducal administrative center. The small-denomination Notgeld issues from this period were driven by a genuine coin shortage, not collectible ambition, though Scheiner's Würzburg operation printed for dozens of Thuringian municipalities simultaneously and the production quality reflects that volume work.
