In the upper exergue, there is the legend “CENTENARIO DE LA GESTA HEROICA DE VERACRUZ” (CENTENARY OF THE HEROIC DEED OF THE PORT OF VERACRUZ) and the names “José Azueta” and “Virgilio Uribe” underneath it.
