KM#23a is the silver version of a coin that was issued in base metal for circulation — the .925 fine strikes were produced as collector pieces rather than for everyday use. Zambia's mid-1980s economy was under severe strain from collapsed copper prices, the country's dominant export, making silver commemorative coinage something of an irony: hard currency minted for foreign collectors while domestic purchasing power collapsed.
