Finland declared independence in December 1917, and the civil war that followed — between the Red Guards and the White-led government — made currency production a logistical emergency. This 1918 issue was produced under those conditions, with the Bank of Finland operating under government authority that was itself contested for much of the year.

The Pick 38 series is notable for the range of signatures found across the series, reflecting the administrative disruption of the period. Distinguishing signature combinations is the primary tool for narrowing down issue timing within the 1918 printings.
