This is a pattern strike, not a circulating issue — produced to test or demonstrate a proposed denomination that never entered production. Hamburg retained its status as an independent issuing authority within the German Empire until 1918, but by 1907 the city's coinage rights were increasingly ceremonial. Whether this piece was struck at the Hamburg mint or by a private diesinker for presentation purposes is not firmly established in the literature.
