Yugoslavia experimented with fuel rationing coupons during the NATO bombing campaign of 1999, when the Federal Republic faced severe petroleum shortages as refineries at Novi Sad and Pančevo were struck early in Operation Allied Force. These coupons functioned as a parallel allocation system, controlling access to what had become a genuinely scarce resource rather than merely a priced one.
