Bulgaria has issued polymer notes for smaller denominations in recent years, but this 2020 20 Leva remained on cotton paper — a deliberate choice, given the denomination's relatively high circulation frequency and the Bulgarian National Bank's cautious approach to substrate transitions. Oberthur Fiduciaire, now operating under the OT Group umbrella, has printed Bulgarian lev notes for some years, making this a continuation of an established contract rather than a new arrangement.
