Malawi's millennium commemorative program was produced for the international collector market rather than domestic circulation — the kwacha's purchasing power in 1999 made a silver 20-kwacha piece essentially worthless as currency at home. KM#31 is one of several issues from this series contracted through outside minting facilities, as the Reserve Bank of Malawi has historically lacked domestic striking capacity for precious metal commemoratives.
