Harald V ascended to the Norwegian throne in January 1991 following the death of Olav V, and the introduction of a new definitive coinage was not immediate. The 1994 date places this squarely in the transitional period when the Kongsberg Mint was developing the circulating series — obverse patterns from this phase document the approval process before the design was locked for production. Most never left official hands.
