During the Russian Civil War, the State Bank's branch network fragmented rapidly, with regional offices issuing their own emergency scrip as central supply lines collapsed. The Rostov branch was operating under shifting and often violent occupation — the city changed hands repeatedly between Bolshevik and White forces throughout 1918 and into 1919, which makes establishing precise issue windows for these notes genuinely difficult.
The thin cardboard stock reflects wartime material constraints, not a deliberate design choice. Rostov-issued notes from this period are frequently found with heavy handling wear; they circulated hard in a city that had no stable alternative.
