Issued on August 24, 2021, exactly thirty years after the Verkhovna Rada's declaration of independence, this commemorative note was produced in a limited run of one million pieces — deliberately modest for a country of Ukraine's size, which ensured most went straight into collections rather than tills. The NBU has form with limited commemoratives on cotton substrate, but this one carries unusual weight given that Russia's full-scale invasion followed less than six months after issue.

Printed at the NBU's own facility in Kyiv, the note never circulated in any practical sense. By February 2022, the building housing that same mint was operating under wartime conditions.
