| Reverse description | The reverse presents a symbolic composition centred on a relief map of Ukraine rendered with a fine crosshatch pattern. Emerging from the upper right field is an abundant bouquet of wheat ears, grape clusters, poppy flowers, and foliage, occupying the upper half of the design in high relief. To the left, a large stylised numeral '25' incorporating the digit '2' within the '5' is prominently displayed against a polished black field, accompanied by the Cyrillic inscription 'РОКІВ' below it. The legend 'НЕЗАЛЕЖНОСТІ УКРАЇНИ' arcs across the lower central field, and a small enamel-coloured Ukrainian national flag in blue and yellow is applied over the map, serving as the coin's colour accent. |

Ukraine declared independence on August 24, 1991, following a referendum in which over 90% of voters approved separation from the Soviet Union — one of the clearest popular mandates of any post-Soviet dissolution. The National Bank issued this coin as part of a broader commemorative program that has consistently used large-format silver to mark constitutional anniversaries, a practice dating to the early 2000s.
The 67.25g specification places it among the heavier issues in Ukraine's commemorative catalog, consistent with the bank's preference for substantial silver pieces on significant jubilees rather than the lighter 31.1g format used for annual numismatic releases.
