Zell bei Zellhof is a small market commune in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the severe coin shortage that followed the collapse of the Habsburg Empire. Three signatories is not unusual for communal Austrian Notgeld, but the full hierarchy here — Bürgermeister plus both Vizebürgermeister — suggests the issuing authority was deliberate about lending the piece institutional weight.
