Ybbs an der Donau was one of hundreds of Austrian municipalities forced into emergency paper issuance following the economic collapse after the First World War. The federal government could not supply adequate small change, so towns and villages printed their own — Notgeld in the strictest sense, covering denominations the national system simply wasn't producing. Emil Prietzel in Steyr handled a significant volume of this regional emergency work across Upper and Lower Austria during 1920.

The Jaksc catalogue documents this as the 20 Heller value within the Ybbs series, distinguished from related issues by the suffix designation.
