| Reverse lettering | Jugend ist Trunkenheit ohne Wein. Goethe. Auf Grund der Ermächtigung des n.-ö. Jugendhilfswerkes vom 6. Juni 1920 gibt das n.-ö. Landesjugendamt Gutscheine aus. Die Wanderherbergen und Jugendheime des n.-ö. Landesjugendamtes sind angewiesen, gegen diese Gutscheine den mit amtlichen Ausweiskarten versehenen Jungwanderern und Heimzöglingen die Nächtigung und Verpflegung zu gewähren. Nicht verbrauchte und unbeschädigte Gutscheine werden den Jungwanderern bis 31. Dezember 1920 an der Kassa des n.-ö. Landesjugendamtes in Wien XVIII., Erndtgasse 27, in gesetzlichem Bargelde eingelöst. Nachahmung wird gerichtlich verfolgt. |

The Niederösterreichisches Landesjugendamt was not a bank, a municipality, or a military authority — its appearance as a currency issuer is genuinely odd. In the chaotic period following Austria-Hungary's dissolution, the acute small-change shortage prompted institutions well outside the financial sector to print emergency Heller notes, and the Lower Austrian Provincial Youth Office was among the more unlikely participants. Whether these circulated as canteen scrip, were used within youth welfare facilities, or had broader acceptance is not firmly established in the literature.
The designer credit to Tomuchik is rare enough that no fuller name or biography appears in standard Austrian notgeld references.
