Weitra's 20 Heller notgeld belongs to the vast wave of municipal emergency currency that Austrian towns were forced to produce between 1919 and 1921, when coin shortages made small-denomination transactions nearly impossible. The central government in Vienna had neither the capacity nor the inclination to remedy the problem quickly, leaving hundreds of Gemeinden to improvise with locally printed paper.
Weitra, one of the oldest chartered towns in Lower Austria, printed its own series rather than pooling with neighboring municipalities. Whether this was civic pride or simple logistics is unrecorded — but the result is a note tied entirely to one small town's administrative moment.
