Waizenkirchen is a small market town in Upper Austria, and this 20 Heller note is a product of the postwar Notgeld wave that swept Austrian municipalities between 1919 and 1921. With the old Habsburg banking system in collapse and small coin effectively vanished from circulation, hundreds of communes printed their own emergency fractions. Waizenkirchen was unremarkable among them — no special printing house, no documented series variation beyond what Jaksch catalogued.
The JPR1128a suffix indicates this is the first recorded type for the issue. Surviving examples tend to show heavy handling; these circulated hard in a cash-starved rural economy.
