This is a Notgeld issue — emergency small-change currency printed locally to address the acute coin shortage that plagued Austrian towns in the years immediately following the First World War. The Stadtgemeinde commissioned the design from Robert Schönbrunner and had it printed entirely within the town itself, an unusual degree of local self-sufficiency even by Notgeld standards, where municipal authorities more commonly contracted to Vienna or Graz printers.

The JPR1127a designation places this within the Jaksch cataloguing of Lower Austrian Notgeld, a collecting area where paper quality and print registration vary considerably across surviving examples due to the modest equipment available to provincial print shops in 1920.
