This is a Notgeld issue — Austrian emergency municipal scrip produced in the years following World War I, when small-denomination coins essentially vanished from circulation and hundreds of towns and market communities filled the gap with locally printed paper. Spitz an der Donau, a small wine-producing town in the Wachau valley, commissioned Professor Eduard Tomschik of Krems to design its series, a local arrangement typical of the better-presented Notgeld issues where regional artistic talent was engaged over generic commercial printers.

Eduard Sieger of Vienna handled the printing. Three municipal officials signed each note, including both the Bürgermeister and Vizebürgermeister — an unusually formal authorization structure for scrip of this denomination.
